A mid-to-long term implementation policy for decontamination is being prepared and decontamination will proceed in line with this policy.<\/li>\r\n<\/ul>\r\n<p>(3) Preventing spread of contamination in the sea<\/p>\r\n<ul class=\"list\">\r\n<li>Marine soil is being covered and a seawater circulatory purification device is being operated with the aim of reducing the concentration of radioactive materials in seawater in the port, and a certain effect has been confirmed.<\/li>\r\n<li>Work has begun full-scale on construction of an impermeable wall and construction is currently underway.<\/li>\r\n<li>Covering work has been completed using solidified soil to prevent the dispersion of marine soil having a high contaminant concentration in the area in front of the intake channels for Units 1~4 and Units 5 &amp; 6.<\/li>\r\n<\/ul>\r\n<p>(4) Ensuring work safety<\/p>\r\n<ul class=\"list\">\r\n<li>Radiation control<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Full-scale vehicle screening and decontamination will begin.<\/li>\r\n<li class=\"sub\">Countermeasures to prevent the dishonest use of APD will be implemented. (Random inspections, introduction of protective suits that have clear chests, APD carrier identification, and carry confirmation)<\/li>\r\n<li class=\"sub\">In order to reduce the burden on workers eliminating the necessity for masks and introducing dust filters will be gradually implemented.<\/li>\r\n<\/ul>\r\n<li>Health management<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Securing and deploying medical staff at treatment centers<\/li>\r\n<li class=\"sub\">Countermeasures to prevent the infection and spread of influenza and the norovirus<\/li>\r\n<li class=\"sub\">Expanded scope of cancer testing<\/li>\r\n<li class=\"sub\">Establishment of a health consultation desk<\/li>\r\n<li class=\"sub\">Mental health countermeasures<\/li>\r\n<\/ul>\r\n<li>Safety management<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Implementation of heatstroke prevention countermeasures<\/li>\r\n<\/ul>\r\n<li>Labor environment<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Establishment of various consultation desks<\/li>\r\n<li class=\"sub\">Exchange of opinions with contractors<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<br \/><br \/>\r\n<h3 class=\"ptitle\">Efforts aimed at managing, processing and disposal of radioactive waste<\/h3>\r\n<br \/>\r\n<p>(1) Suitable management of radioactive waste<\/p>\r\n<ul class=\"list\">\r\n<li>Debris collected in conjunction with debris removal work is being stored in temporary storage areas in accordance with material characteristics and dose rates, and felled trees are being temporarily stored after separating branches and leaves from the trunks as much as possible.<\/li>\r\n<li>Spent vessels and waste sludge which is secondary water treatment waste generated by cesium absorption devices\uff08KURION, SARRY\uff09and decontamination devices\uff08AREVA\uff09. Spent vessels are being stored in concrete box culverts in the spent vessel temporary storage facility, and sludge are being stored in main processing building pit, respectively.<\/li>\r\n<li>Used protective clothing is being put into packages or containers and temporarily stored, and an advanced survey related to solidified waste incinerator facilities has begun.<\/li>\r\n<\/ul>\r\n<p>(2) Research and development for processing\/disposal of radioactive waste<\/p>\r\n<ul class=\"list\">\r\n<li>The characteristics of waste generated after the accident needs to be ascertained because it has characteristics different from conventional waste, such as being contaminated with radioactive nuclides originating from damaged fuel and containing a lot of saline that would have a detrimental impact on processing\/disposal performance.<\/li>\r\n<li>Samples of accumulated water and treated water have been analyzed and an evaluation of the radioactive concentration contained in secondary waste is being conducted based on those results. Samples from debris and felled trees are also being analyzed.<\/li>\r\n<li>New analysis technology required for ascertaining the characteristics of waste after the accident is also being developed simultaneously.<\/li>\r\n<\/ul>\r\n<br \/>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-6-2.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-6-4.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-6-5.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Decontamination within Site<\/h3>\r\n<ul class=\"list\">\r\n<li>For the purpose of obtaining basic data on decontamination technology, decontamination testing (paved surfaces: dust collecting system\/dry ice blast\/ultra-high pressure water cutter, etc.; grassland: peeling off top soil\/plowing to replace surface soil with subsoil) has been implemented. Based on the results of these tests, optimum decontamination will be implemented in conjunction with decontaminated areas.<\/li>\r\n<li>Also, the applicability of decontamination-related technology (GPS surveying, decontamination effect prediction code (DeConEP)) is being verified. The use of such technology will streamline decontamination work.<\/li>\r\n<span style=\"font-size: 10px;\">\u203bGPS surveying: A method in which an ionization chamber type survey meter and personal computer are connected to record location data and dose rate so as to ascertain dose rate distribution.DeConEP: Program for projecting the dose rate after decontamination by calculating the overall radiation quantity from in three-dimensional topographical map.<\/span>\r\n<\/ul>\r\n<p style=\"text-align: center; font-size: 16px;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-3-3.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><br \/>Devices used in test decontamination of pavement surfaces<\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Removal of contaminated water and filling of Unit 4 seawater pipe trench complete<\/h3>\r\n<ul class=\"list\">\r\n<li>For the Unit 4 seawater pipe trench, removal of contaminated water and filling of the parts running over release channels was completed on December 21. This work completed the removal of 10,000 m3 of high-dose contaminated water from Unit 2-4 seawater pipe trenches.<\/li>\r\n<\/ul>\r\n<p style=\"text-align: center; font-size: 16px;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/wie04.png\" border=\"0\" \/><br \/>Sectional view of Unit 4 seawater pipe trench<\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Reduction in Concentration of Radioactive Materials in Port Seawater<\/h3>\r\n<ul class=\"list\">\r\n<li>As marine soil has been covered and seawater circulatory purification devices have been operated with the aim of bringing the concentration of radioactive materials in port seawater below the concentration limit for areas outside the perimeter monitoring zone as specified by public notice at the end of September, levels below the concentration specified by public notification (cesium) have been achieved at eight locations where the flow of seawater is comparatively large.<\/li>\r\n<li>With the cooperation of outside research institutes and others, additional investigations are being conducted to estimate factors keeping the concentration from decreasing and to study the necessity for additional countermeasures.<\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-3-4.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/> <br \/>\r\n<p style=\"text-align: center;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/wie01.png\" border=\"0\" alt=\"\" \/><\/p>\r\n<h3 class=\"ptitle\">Improving living\/working environments<\/h3>\r\n<p style=\"float: right;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/wie02.png\" border=\"0\" alt=\"\" \/><\/p>\r\n<ul class=\"list\">\r\n<li>Status of the large rest house<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">A large rest house for workers was established and its operation commenced on May 31, 2015.<\/li>\r\n<li class=\"sub\">Spaces in the large rest house are also installed for office work and collective worker safety checks as well as taking rest.<\/li>\r\n<li class=\"sub\">On March 1, 2016 a convenience store opened in the large rest house. On April 11, operation of the shower room started. Efforts will continue to improve convenience of workers.<\/li>\r\n<\/ul>\r\n<li style=\"display: list-item; clear: both; overflow: hidden;\">Dose reduction<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Worker exposure will be reduced by erecting shielding, etc., at rest areas and in the seismic isolated building, etc. where workers spend long periods of time in order of priority. And, construction to reduce dose levels at rest areas in front of the office building\/seismic isolated building that have a great impact on the exposure of workers will be continually implemented in order of priority (requested through the questionnaire)<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-7-1.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Optimization of radioactive protective equipment<\/h3>\r\n<ul class=\"list\">\r\n<li>Based on the progress of measures to reduce environmental dosage on site, the site is categorized into two zones: highly contaminated area around Unit 1-4 buildings, etc. and other areas to optimize protective equipment according to each category aiming at improving safety and productivity by reducing load during work.<\/li>\r\n<li>From March 8, 2016, limited operation started in consideration of workers' load.<\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/wie06.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<ul class=\"list\">\r\n<ul class=\"list\"><!-- <h3 class=\"ptitle\">Health Management<\/h3>\r\n<ul class=\"list\">\r\n<li>Securing and deploying medical staff at treatment centers<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">On April 1, 2012 four male nurses were employed and deployed to the 1F emergency medical center and J Village clinic.<\/li>\r\n<li class=\"sub\">Doctors and nurses are on 24 hour rotations at the 1F emergency medical center and J village clinic.<\/li>\r\n<\/ul>\r\n<li>Outbreak status of influenza and norovirus<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">In response to the reduction in influenza infections, infection-control measures were terminated on May 23. During this season (2013-2014), 254 persons were infected with influenza and 35 with norovirus. The accumulated totals for the previous season (2012-2013) were 205 for influenza and 43 for norovirus patients respectively.<\/li>\r\n<li class=\"sub\">Compared to the previous season, an additional 49 patients were infected with influenza, while 8 fewer patients were infected with norovirus. While measures to address the increased influenza infection were extended this season in late March, no major change was detected from the previous year regarding norovirus infection.<\/li>\r\n<\/ul>\r\n<li>Expansion of full-face mask unnecessary area<\/li>\r\n    <ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">The number of dust monitors has increased to ten with additional monitors installed in Units 3 and 4 slopes and tank areas, the full-face mask unnecessary area will be expanded to approx. 90% of the site from May 29, 2015.<\/li>\r\n<li class=\"sub\">However, wearing full- or half-face mask is required for works exposed to highly concentrated dust; and full-face masks, for works involving a risk of ingesting concentrated salt water, etc.<\/li> \r\n    <\/ul>\r\n<\/ul>\r\n<p style=\"text-align: center;\"><img decoding=\"async\" src=\"\/images\/isefw03.png\" border=\"0\" alt=\"\" \/><\/p>\r\n<ul class=\"list\">\r\n<li>Long-term health management<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Ministry of Health, Labour and Welfare cancer screenings, etc. will be extended to workers that have suffered exposure of over 50mSV.<\/li>\r\n<li class=\"sub\">Health consultation desk has been established. (February 28, 2012)<\/li>\r\n<\/ul>\r\n<li>Mental health countermeasures<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">A medical team from the National Defense Medical College has begun mental health support activities (July 10, 2011)<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"\/images\/A-4-7-3.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Expansion of areas where workers are allowed to wear general workwear<\/h3>\r\n<ul class=\"list\">\r\n<li>From December 8, 2015, in addition to newly adding the Radioactive Waste Incinerator, areas of the Main Anti-Earthquake Building, rest houses of the company building, and parking were expanded as those where workers are allowed to wear general workwear.<\/li>\r\n<li>With this expansion, workers can move in general workwear from the access control facility to each rest house around the company building.<\/li><\/ul>\r\n<p style=\"text-align:center;\"><img decoding=\"async\" src=\"\/images\/wie03.png\" \/><\/p>\r\n<br \/> --><\/ul>\r\n<\/ul>\r\n<h3 class=\"ptitle\">Installation of dose-rate monitors<\/h3>\r\n<p style=\"float: right; font-size: 16px;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/wie05.png\" border=\"0\" \/><br \/>Installation of Dose-rate monitor<\/p>\r\n<ul class=\"list\">\r\n<li>To help workers in the Fukushima Daiichi Nuclear Power Station precisely understand the conditions of their workplaces, a total of 86 dose-rate monitors were installed by January 4, 2016.<\/li>\r\n<li>These monitors allow workers to confirm real time on-site dose rates at their workplaces.<\/li>\r\n<li>Workers are also able to check concentrated data through large-scale displays installed in the Main Anti-Earthquake Building and the access control facility.<\/li>\r\n<\/ul>\r\n<br \/>\r\n<!---\r\n<h3 class=\"ptitle\">Safety Management<\/h3>\r\n<ul class=\"list\">\r\n<li>Measures to prevent heat stroke<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Continued from last year, measures to prevent heat stroke were commenced from May to cope with the hottest season.<\/li>\r\n<li class=\"sub\">Using WBGT (*), work time, the frequency and timing of breaks, and work intensity were altered.<\/li>\r\n<li class=\"sub\">Work under the blazing sun is prohibited in principle from 14:00 to 17:00 in July and August.<\/li>\r\n<li class=\"sub\">Appropriate rest and frequent intake of water and salt are encouraged.<\/li>\r\n<li class=\"sub\">Physical management using check sheets and wearing of cool vests.<\/li>\r\n<li class=\"sub\">A workplace environment where workers are allowed to claim poorly conditions is established and early diagnosis at the emergent medical room is encouraged.<br \/> WBGT: Index using three perspectives of humidity, radiation heat, and temperature which significantly impact on the heat balance of human bodies<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<br \/>\r\n<ul class=\"list\">Note: WBGT value: Composite temperature used to estimate the effect of temperature, humidity, wind speed (wind chill), and visible and infrared radiation (usually sunlight) on humans.<\/ul>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-7-4.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n--->\r\n<h3 class=\"ptitle\">Labor Environment<\/h3>\r\n<ul class=\"list\">\r\n<li>Efforts to optimize employment<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">Establishment of \u201cWorking Condition Consultation Desk\u201d (May 17, 2003)<\/li>\r\n<li class=\"sub\">Informal talks with primary contractors (June 25 through July 18, 2012)<\/li>\r\n<li class=\"sub\">Exchange of opinions with former contractors (August 28, 2012)<\/li>\r\n<li class=\"sub\">\u201cQuestionnaire regarding Working Conditions\u201d implemented to ascertain work conditions. (Results released on December 3, 2014)<\/li>\r\n<\/ul>\r\n<li>Efforts to improve the labor environment<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">To maintain vehicles used within the site, a vehicle maintenance site was established.<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<p style=\"text-align: center; font-size: 16px;\"><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/isefw04.png\" border=\"0\" alt=\"\" \/><br \/>External appearance of the vehicle maintenance site<\/p>\r\n<ul class=\"list\">\r\n<li>General Measures<\/li>\r\n<ul class=\"sublist\" style=\"margin-left: 5px;\">\r\n<li class=\"sub\">In order to examine the status of improvements and ascertain improvement needs a \u201cQuestionnaire Regarding the General Working Environment \"is being implemented twice a year<\/li>\r\n<\/ul>\r\n<\/ul>\r\n<br \/><br \/>\r\n<h2>Future issues and the direction of countermeasures<\/h2>\r\n<br \/>\r\n<h3 class=\"ptitle\">Continual consideration of how to process and dispose of radioactive waste that will increase in future<\/h3>\r\n<ul class=\"list\">\r\n<li>Waste generated from the accident has characteristics that differ from conventional nuclear power station waste (radioactive composition, saline content, etc.), so ascertaining the characteristics of waste and evaluating the amount is the most pressing issue in order to gain an outlook on safe processing\/disposal and deliberate a systematic and regulative framework that will be necessary in the future.<\/li>\r\n<li>Therefore, while continuing with nuclide analysis in order to ascertain the characteristics of debris and secondary waste from water treatment, analysis issues, such as how to extract nuclides and how to remove harmful nuclides, will be deliberated and analysis technology established.<\/li>\r\n<li>While investigating and organizing documentation related to processing\/disposal concepts and safety evaluations needed to deliberate on the outlook for safe processing\/disposal, information and results about waste characteristics obtained through analysis are being used to create a database.<\/li>\r\n<li>Research and development will proceed with the cooperation of domestic research agencies as well as international agencies.<\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" src=\"\/develop\/images\/decommissioning\/A-4-6-6.png\" border=\"0\" alt=\"\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\r\n<br \/>\r\n<h3 class=\"ptitle\">Radioactive Material Concentrations in Port Seawater &amp; Achievement of Levels Below Public Notice Limits<\/h3>\r\n<ul class=\"list\">\r\n<li>Additional investigations have been conducted to study concentrations in underground water and seawater in order to estimate variable factors and review the necessity of additional countermeasures.
